FIBECO, Inc. is the SOLE Distributor of Electricity in Valencia City, San Fernando, Maramag, Quezon, Don Carlos,Kitaotao, Dangcagan, Damulog, Kibawe, Kadingilan, Pangantucan , and Kalilangan all in the Province of Bukidnon , and Wao, Lanao del Sur for fifty (50) years effective June 17, 1981 by virtue of Franchise Certificate No. 078 issued by National Electrification Administration by Virtue of Authority vested in the Office under Presidential Decree No. 269 dated August 6, 1973.
On December 14, 2005 FIBECO filed a petition with the National Electrification Administration, National Electrification for Renewal of Franchise to Operate and was granted renewal of franchise on June 14, 2006 which extends the expiry of the FIBECO franchise from June 17, 2031 to June 17, 2041.

1. DEPARTMENT OF ENERGY:
Develops and updates the existing Philippine energy program which shall provide for an integrated and comprehensive exploration, development, utilization, distribution and conservation of energy resources, with preferential bias for environment-friendly, indigenous, and low-cost sources of energy. The Secretary of DOE is ex officio chairman of the respective boards of the PNOC, NPC, and NEA, in concurrent capacity unless otherwise directed by the President.The Secretary of DOE may recommend to the President the reorganization of the boards of directors of the PNOC, NPC, and NEA.
2. ENERGY REGULATION COMMISSION:
The power of the NPC to determine, fix and prescribe the rates being charged to its customers under Section 4 of Republic Act No. 6395, as amended, as well as the power of electric cooperatives to fix rates under Section 16 (o), Chapter II of Presidential Decree No. 269, as amended, are hereby transferred to the Energy Regulatory Board. The Board shall exercise its new powers only after due notice and hearing and under the same nature provided for under Executive Order No. 172.
